Have a vision, know what kind of value you want to provide for everyone, be consistent, and have fun with it. Also be different, there are plenty of groups and communities out there already, make yours standout and be different.
Also I would join other people's groups and start to see how other people run their communities. Take pieces that you like and leave out the pieces that you don't like.
For example, my Facebook community is mostly people I have met and interacted with over the past couple of years. So I told people the vision of what I wanted to do and invited them to join. I'm doing my best to provide as much content as I can to help people achieve their dreams. If anyone wants to join, please message me!
I don't think there is a fast way to grow a community, but the best way is definitely to grow it organically over time. Providing value is the most important thing. You don't need to have thousands of members, you just have to have a core group of people that believe in what you believe and care about what you are doing.
